Line 1: Material — the single biggest silent variable

Ask for grade, temper, standard (ASTM, JIS, GB, DIN), and the price basis. Then ask what scrap factor is embedded. A 15% scrap allowance on a 40-gram part is 6 grams of material you are buying and not receiving.

Line 2: Process — routing reveals capability

Compare the stated routing, not the price. If one supplier proposes CNC turning from bar and another proposes cold heading plus a finish pass, you are comparing different supply chains with different lead times and different tolerance ceilings.

Machine rate is the second half of this line. Rates vary by machine class — a 3-axis mill, a 5-axis mill, a Swiss-type lathe, and a 60-ton stamping press all carry different hourly costs. A quote that lists "machining" as one lump cannot be benchmarked.

Line 3: Tolerance and inspection — where disputes are born

State your real tolerance requirement. If your drawing says ±0.05 mm but your assembly needs ±0.10 mm, you are paying for capability you do not need. Conversely, if you need ±0.005 mm on a critical bore and the quote is built around ±0.05 mm, the first production run will fail at incoming inspection.

Ask explicitly:

  • What is the quoted tolerance per dimension, or is it "all dimensions per drawing"?

Always ask: who owns the tooling, is it transferable, and what is the buy-out price? A die you paid for but cannot move is not your asset.

Build a spreadsheet with one row per quote line and one column per supplier. Normalize to a single Incoterm, a single drawing revision, and a single annual volume. Then compute three totals, not one:

1. Landed unit cost at target volume — unit price + amortized tooling + finishing + packaging + freight + duty.

2. Total first-year cash — including NRE paid upfront.

3. Cost of a quality escape — estimated rework, sorting, and line-down exposure if the tolerance is not held.

The third column is the one buyers skip and the one that decides programs. A supplier quoting ±0.005 mm CNC capability with in-house inspection is not comparable to a broker quoting the same part at 20% less with no stated metrology.
