The most effective approach for most B2B buyers is not to pick a winner but to segment the BOM.

Segment by criticality, not by country

Tier 1 — Capability-critical parts. Tight tolerances, exotic materials, regulated end markets, or customer-mandated geography. Route to Taiwan or to a specialized supplier regardless of cost. Accept the premium.
